Change Leaders Training Conducted for DILG7 Field Officers

A total of 190 DILG7 Local Government Operations Officers underwent the Change Leaders Training entitled Institutionalizing The Reform Agenda Towards Performance-Based Management In The Implementation Of Priority Projects To Achieve The Priority Thrusts Of National Government, with the theme “Changing Gears Towards Greater Productivity and Creating A Common Roadmap For DILG7.” The regionwide training was In line with SILG Jesse M. Robredo’s Change Agenda.

Conducted in three batches for two days each, the change agenda trainings were held on December 5-6, 2011 (Bohol Batch), December 8-9, 2011 (Negros Oriental and Siquijor Batch), and December 12- 13, 2011 (Cebu Province, Highly-Urbanized Cities, and Regional Office Batch).

The trainings aimed to equip the DILG frontliners with knowledge on the DILG’s operational agenda in order to respond to the needs of the clientele – the LGUs and the groups that matter. DILG-7 Regional Director Ananias M. Villacorta spearheaded the conduct of the training as the Main Resource Person and was assisted by a team of facilitators. He discussed the DILG Outcomes Framework based on its sectoral goal and organizational outcomes and the DILG Strategic Doctrine in which he led the participants in assessing the current DILG organization visà-vis the strategic existence of the Department by rating the Vision and Mission based on their elements. The goal was to get a collective perception, per province, of how effective are the Department’s Vision and Mission.

The workshops started with the presentation of SILG Robredo’s video message which calls for every DILG man to reflect on and recognize the need for change in DILG as a whole as well as in their individual selves through PART: Performance, Accountability, Responsiveness, and Transparency. According to congressional district groupings, the field officers crafted their Pathways of Change, which were consolidated per province.

Assistant Regional Director Elias E. Fernandez, Jr., the Division Chiefs, Atty. Danilo E. Almendras of the Local Government Monitoring Division, Ms. Rustica N. Mascarinas of the Capacity Development Division and Atty. Ferdinand R. Albano of the Administrative Division with some technical staff took turns in discussing the Department’s priority programs and projects in order to give the LGOOs guidance in program implementation. The Modules as provided by the Local Government Academy (LGA) were customized to fit the needs and peculiarities of region 7, such that, a session on Self-Awareness (Self-Concept-Who am I?) was added in Chapter 1 to set the tone of the whole activity. It was done by an expert on Psychotherapy, Dr. Russell Velasquez-Makiling of the Intelli-Prime Consultancy Services, Cebu City.

The 2-day activity ended with a symbolic closing ceremony wherein the participants conveyed their support to work for change and adopt to the new ways so as to become true catalysts of change for DILG.
